Commissioning Manager - Ref # 02175

Description :Experienced Commissioning Manager required to take forward a review of the Unscheduled Care within the Acute Commissioning Team. The role specifically covers the following responsibilities - To assist the Assistant Director of Commissioning (Acute) to ensure that services are commissioned and performance managed in line with organisational strategy to achieve key local and national targets, within budget limits. To maintain an awareness of the strategic direction of services and overall commissioning and contribute to the PCT Cluster and Clinical Commissioning Group planning process and Unscheduled Care Strategy development and implementation. To be responsible for a range of service areas but work together within the acute team to ensure that acute service pathways are commissioned collaboratively and with other partners including emerging Clinical Commissioning Groups, Community, Childrens and Mental Health Commissioning Managers, service providers and the Local Authority where appropriate. To undertake the commissioning cycle for the areas of responsibility: health needs analysis and utilisation of metrics, service capacity and demand planning, service development and specification, contracting and monitoring and review. To lead on a portfolio of contracts related to service areas of responsibility e.g Ambulance, PTS, Out of Hours/111 Call Centre and support Acute Commissioning Managers and contracts where these relate to unscheduled care. To lead on the performance management of Unscheduled Care Services, ensuring monitoring is in and action plans are developed where performance falls short of expected targets/outcomes. To work with the Public Health and Finance and Information Department to ensure timely and accurate information is available and utilised to support the commissioning function. To lead on project management of relevant service developments (including pathways across primary, secondary and tertiary/other care). To liaise with the PCT Quality Manager on the development of contractual outcomes and CQUINS schemes. To undertake day to day commissioning responses to individual patient issues and Low Priority Procedure requests as appropriate to area of responsibility.
